So bitter in its vagary
Rebellious and uncouth

I guess it hinges on the Lord of the Flies mentality; in other words, that humans left to their own devices quickly succumb to their selfish desires. I shudder when I think what would happen if the chief of police held a press conference and declared a two-week moratorium on arrests- can you imagine the havoc that would ensue? The great majority of the population are held back only by the threat of punishment.
I guess my answer to the age old question "Are men inherently good or evil?" is a resounding "Yes." Some are good and some are evil. Depending on my mood for the day, percentages fluctuate, but I would bet the mortgage that the majority are evil.
I'm not perfect, but I do have a heightened sense of morality. Yet sometimes I am disgusted by the things I think and the things I do. If I can fall to such great lengths, what of the guy around the corner who yells at his wife in public? How far does that hole go?
To answer your question, the poem's purpose is to beg the identification and analysis of human moral depravity.
